What qualifies for tax relief on canceled debt?

With hundreds of thousands of homeowners having negotiated loan modifications or short sales or been foreclosed upon during the past year, the Internal Revenue Service has issued fresh guidance on how to handle canceled mortgage debt in the upcoming tax season.

It's a huge issue, widely misunderstood by consumers, and involves potentially billions of dollars of tax liability.

When most debts are canceled by a creditor, such as unpaid balances on student loans or credit cards, the forgiven amounts are treated as ordinary, taxable income by the Internal Revenue Code.

Seattle is the nation’s 10th-best city for business out of 102 major metro areas, MarketWatch declares in its annual ranking.

Seattle climbed from No. 31 last year.

Sales of previously occupied homes up in November

More people bought previously owned homes in November, the third increase in four months after the worst summer season in more than a decade.

Still, economists say it could take years for home sales to return to healthy levels.

Buyers bought homes at a seasonally adjusted annual rate of 4.68 million, the National Association of Realtors said Wednesday. Even with the rise, this year is shaping up to be the worst for home sales since 1997.

Chamber survey: Confidence growing among Seattle businesses

The Greater Seattle Chamber surveyed 1,200 businesses in King County, finding that 56 percent of respondents expect to do better next year. Only 7 percent see themselves worse off in 2011. Some 41 percent plan to do some hiring, most of these companies employing between 6 and 100 workers. There's no baseline: This is the first year of the survey.
